Hallow's End in the Neighborhoods

Not only was there a new load of Holiday decor available to buy for gold this year, but the Hallow's End annual event includes neighborhood engagement.  You are able to earn candy that buys additional Hallow's End decor while also earning decorations for your neighbor if people do the Hallow's End quests.

You can ride a broom to deliver candy to an NPC in the neighborhood.

Use a Ghost Busters type pack to chase down ghosts and deposit them for Community Engagement Credit.

Go through a portal to help Legion's ace cook Nomi gather ingredients to add candy to the Cummunity Engagement bar.

Once an hour there's a world event to trick or treat at your neighbors homes.  You need all of the fifteen minutes allotted because you get cursed/transformed into a slow moving creature and can't just zoom around.  This earns you Community Engagement points.

In theory you can find a spider egg (?) and become a spider for ten minutes spreading spiders on your neighbors yard (?).  I have not seen these.

In Guild and Community Neighborhoods, the folks are almost certainly working together to make their neighborhood shine.  In a public neighborhood such as mine, I seem to be the only one contributing.  Though this morning I noticed the count had changed a bit.  98% of this contribution you see is mine.

I'd like to see some way of getting more people involved in these events, but there's no way to communicate with neighbors.  Would a bulletin board be possible?  Or say who has contributed? Maybe get some actual competition going?
